The programme primarily aims at improving agricultural productivity and profitability. The objectives are to:

v     Promote efficient markets for major commodities i.e. wheat, cotton, rice and sugarcane in order to promote market based incentives for farmers, especially small holders;

v     Liberalize markets for fertilizer & seed;

v     Strengthen support services to small farmers in the shape of improved extension and training to improve quality control; and,

v     Rationalization, increased autonomy and financial  self reliance of research institutions
