of government of the Punjab visit Singapore for
Study Visit On Public Sector Reforms In Singapore
A Contract with the CSC,
Singapore was signed by Government of the Punjab for
Capacity Building and Training Initiative (CBTI) of
Finance, Planning & Development, Services & General
Administration, and Management & Professional
Development Departments. CBTI follows a two track
approach. Track-I targets meeting immediate
performance requirements of 4 key departments while
Track –II aims to restructure, modernize and refine
the functional output and administrative utility of
MPDD. In this regard, the modules developed by CSCI
were designed to cater to the needs of Upper as well
as Middle Management level officers.
The methodology of training under CBTI also
envisaged a Study Visit on Public Sector Reform in
Singapore comprising around 20 officers of BS-17/18
(List). The said Public Sector Reform program study
visit designed for Middle Management Level was
conducted from 13th to 17th August, 2007 in
Singapore.
During this program,
participants were introduced to Singapore’s public
sector reform process, so as to equip them with a
deeper understanding of the utility and necessity of
public sector reform. To ensure a deeper level of
expertise on improvements in public sector delivery,
the program also focused on the pivotal role of
e-Government. It provided hands-on experience to the
participants so that they may observe and learn from
the Singapore examples of excellent public service
delivery. The participants visited Public Sector
Organizations that have excelled in the areas of
managing change and service deliver
