Technical
Assistance for
Punjab Public
Resource Management Programme—Government of the Punjab
The Government of
the Punjab with the assistance of the Asian Development Bank has
initiated the ‘Punjab
Resource Management Program’
for reduction of poverty in the province through improved management of
public resources and institutional strengthening. The Program is
structured in the form of sequential Sub-programs with specific
achievement targets for each sub-programme. It envisages reform in
governance structures, systems, and processes. In order to facilitate
the achievement of the targets, a Technical Assistance loan of US$ 4.0
million is also being processed for undertaking required technical
studies and capacity building.
The studies /
activities to be conducted under the Programme would be in following
areas:
1.
Revenue and Tax Administration Reform:
To suggest:
·
Measures to augment provincial revenues through broadening of the tax
base and developing effective collection systems
·
Feasibility and options for the amalgamation of major revenue collecting
agencies, through structural reforms
·
Recommendations with regard to organizational set-up, staffing,
incentives, computerization and recording systems of revenue collection
agencies
·
Capacity building measures for assessment and collection of property tax
at local level
·
Restructuring of provincial taxes and duties, reforming fees and user
charges structure
2.
Public Expenditure and Financial Management:
To identify:
·
Ways
to enhance the usefulness of funds spent on public purposes
·
Areas
of expenditure where sustained enhanced spending is necessary to gain
maximum pro-poor impact
·
And
suggest measures to remove structural rigidities in the public
expenditure
·
Improvements in the ‘information content of budget documents’ that will
make the budgeting process more transparent to reduce chances of
arbitrary allocations or re-appropriations
·
Current state of intergovernmental finances and suggest measures for
‘formula-based fiscal transfers to local governments and propose
different models for resource distribution
·
Measures for transparent and efficient procurement of goods and services
·
Areas
needed to support accounting at the local government level.
·
Requirements for designing and implementing IT-based support systems in
local government accounting
3.
Pension Reform and Contingent Liabilities:
To:
·
Assess
the financial liability of Punjab’s current civil service and its
overall impact on future provincial budgets
·
Develop a strategy to finance sustainable pension obligations, in line
with Federal Government’s reform
4.
Strategic Planning Systems and Change Management:
To undertake:
·
Assessment and enhancement of existing instruments of strategic
investment planning for increased focus on poverty reduction
·
In-depth assessment of restructuring of provincial agencies responsible
for policy planning, fiscal and financial management for coordinated
development planning and execution
5.
Human Resource Management: To:
·
Develop operational plans for HR management focusing on training, skills
development, internal accountability and institutionalized system of
recruitment, promotions and transfers
·
Assess
requirements of an IT-based human resource information system
(Werner: census assistance is not mentioned in the PC2)
6.
Land Registration Reform: To
study and identify requirements for:
·
Establishment of a land and property registry in consonance with future
role of the Board of Revenue
·
Amendments in the relevant laws and improvements of the technical basis
and of the records to enhance revenue collection on land and property
7.
Public Sector Organization (PSO) Reform:
To study possibilities/option for:
·
Privatization, liquidation or institutional development of agreed PSOs
after assessing their financial and operational viability with detailed
action plans, activities and timelines, to implement the reforms
8.
Implementation Support
(including monitoring and evaluation):
Assist
PMU to establish a performance monitoring and evaluation (PM&E) system
for the PRMP. (i) to track and evaluate consultant’s output; and (ii)
progressively evaluate the impact of reforms as to provide tested
lessons from experience on which to modify the future course.
Interested consulting
firms / individuals having requisite technical expertise to undertake
these studies are hereby invited to submit Expression of Interest
providing information that they are capable to perform the required
tasks / studies (brochures, description and experience of similar work,
bio data of key personnel with appropriate skills). Firms may associate
to enhance their qualifications). The information provided will be used
to shortlist candidates for RFPs as per Asian Development Bank
guidelines.
TORs for the
studies would be developed primarily in the broad areas mentioned above.
The Government reserves the right to add or delete any study, at the TOR
stage, in the indicated areas, if so warranted.
