CONSULTING OPPORTUNITIES FOR INDIVIDUALS

Government of the Punjab, (Pakistan) with the assistance of the Asian Development Bank has initiated the Punjab Resource Management Program (PRMP) for improving efficiency in government. The Program is structured in sequential Sub-programs with specific output and outcome targets. One of the key components of the program is Pension and General Provident Fund Reform.

2. Under the Pension and General Provident Fund Reform, reduction in contingent liability of provincial government is an important outcome of PRMP policy matrix. In line with this, Government of the Punjab has created a separate Pension Fund Account to facilitate pension reforms. One of the policy actions under Punjab Government Efficiency Improvement Program (PGEIP) requires streamlining the processing of Pension cases through necessary restructuring of the pension administration and improving pension & GP Fund record keeping.

3. In this regard, an actuarial assessment was conducted in selected districts in 2006-07. Government of the Punjab now intends to validate/update the said assessment and illustrate financing options for revising the funding strategy. For this purpose, Finance Department, intends to engage an Actuarial Assessment Expert to assist Government of the Punjab in conducting an actuarial assessment of contingent liabilities.

4. The Actuarial Assessment Expert should have following credentials:-

Actuarial Assessment Expert for actuarial assessment of Pension and G.P. Fund Liability
(Domestic)

 

  1. Masters degree in Finance/Accounting, Business and/or Actuarial Analysis/CFA from some recognized foreign university.

  2. Member & Fellow of Pakistan Society of Actuaries.
    At least 10 years experience of handling actuarial analysis/employee benefit schemes.

  3. Expertise and in-depth knowledge of public sector rules, regulations;

  4. Significant experience of working in Pension rules and civil service rules and standards;

  5. Experience of working with provincial finance department or federal finance ministry would be an added advantage;

  6. Demonstrated and strong report writing abilities; and

  7. Good communication and presentation skills.
