Consulting Opportunities for Individuals

 

Government of the Punjab, (Pakistan) with the assistance of the Asian Development Bank has initiated the Punjab Resource Management Program (PRMP) for improving efficiency in governance. The Program is structured in sequential Sub-programs with specific output and outcome targets. One of the key components of the program is Public Financial Management (PFM).

Under the Public Financial Management (PFM) component of the program, one of the actions is to strengthen the Medium Term Budgeting and Planning (MTBF). Under the first phase of PRMP, MTBF and MTDF cells were established in Finance and Planning & Development Departments to prepare three years rolling budget plans. To further strengthen the process of MTBF, Punjab Government has engaged the services of a team of experienced international and domestic consultants. The consultants are working in the following three departments for preparing medium term plan:
Finance Department

  1. Finance Department.

  2. Irrigation and Power Department.

  3. Health Department.

To expedite the process of MTBF budgeting, some more expertise are required to be engaged. Detail is as under:-

Departmental Sector Review Expert to conduct departmental strategic review of these pilot departments
(International)

 

  1. Sixteen years education in Public Financial Management or Public Finance, from a reputable institution;

  2. At least 3 years of work experience in public sector financial planning & management in South Asia.

  3. Experience of working in Pakistan will be preferred.
    Expertise and in-depth knowledge in preparation of budgets, evaluation of financial

  4. management/practices and associated mechanisms.
    Familiarity with the 2 pilot sectors is highly desirable.

  5. Demonstrated and strong report writing abilities; and

  6. Good communication and presentation skills.

Assistant Financial Analyst to work on MTBF Budget data collection and analysis in Finance, Health, Irrigation and Power Departments

(Domestic)

  1. At least fourteen years preferably sixteen years education in Public Financial Management or Public Finance, Accountancy or CFA from a reputable institution;

  2. At least 1 years of work experience in public sector financial planning & management;

  3. Expertise and in-depth knowledge in the preparation of budgets, and associated mechanisms preferably in MTBF mode;

  4. Experience of working in a similar position and similar environment would be an added advantage;

  5. Demonstrated and strong report writing abilities; and

  6. Good communication and presentation skills.
