Objective:                             

The purpose of this study is twofold: (a) to provide the necessary background on the functions performed by the BOR in relation to Land Records and revenue collection and its subordinate offices; and (b) assess the different procedures and business processes used for their core activities (e.g. land records, land administration system, etc.), and to consequently recommend substantive improvements.

 

Major initiatives:

 

Carry out comprehensive assessment of existing institutional structures, business processes, IT infrastructure and ongoing LRMIS pilot projects and provide a series of recommendations including a time-bound action plan, cost estimates and performance indicators for the following project aspects:

  • Institutional and organizational service structure including simplification and streamlined procedures (e.g. describe a new business process model) and cost recovery mechanisms (e.g. fees structure).

  • Automation and other cost-effective IT solutions for improving the record of rights system and related registration activities (revenue, settlement operations, registration of deeds, etc.)

  • Improvements to the overall service delivery, ensuring timely record updating and information maintenance, information flows and increased accountability by Revenue officers and accessibility by stakeholders (e.g. web and non-web based solutions).

  • Identify, together with the legal team, the changes/reforms necessary to adopt the new business model.

Determine the appropriate corporate strategy to improve land records management: including the definition of (i) appropriate roles and responsibilities of each official, (ii) organizational structure and (iii) staffing. And the identification of key areas for substantive involvement of private sector such as surveyors, property dealers, banks and other en users having limited access to the land record system.
